Not including IC as part of the above ground population would go a long way in reducing queue time.
Tonight when I logged on my main Templar, he instantly was in cyro . Is the game failing to kick players out of the pop if they log out?
If your idle for some time, you do get kicked. So...are some players doing something to keep themselves in game? Some kind of macro for key spamming perhaps?

I do not know about this . I know twice I got disconnected and each time que was 41 or higher wait . When I got back in finally , same people AFK at start areas for over 1/2 hour . Turn in kill quests , still there AFK . Enough people to fill a raid sometimes . That's not good for PvP .
When I was DC I seen this happen many times but DC was low pop so no que then . Still low pop and a bunch of AFK people only makes bad situation worse . This needs fixing .

Telel reccomends reporting them for botting, and having others in your group doing so. Perhaps after giving them one quick whisper to remind them that using programs to sit online is against TOS. As is purposely harming other people's game experience by engaging in malicious behavior.
This is also how this one handles folks who always seem to be inside outposts ork eeps being attacked, but whom only interested in firing heavy attacks at the transitus shrine.
Not too keen on vote to kick because it can be trolled, but a kick from the server for being inactive sounds reasonable. You'd want to give them a good 30 minutes before it kicks them though. Obviously moving your character forward a few steps then going afk again would not be rewarded as "active".
As mentioned, IC takes a decent chunk of the population also. It should probably be separated from Cyrodiil (not geographically, just population-wise). It'd be quite cool to see how many people are in IC also before you decide to dive in.

In other games there is some options . Vote to kick and ready checks . If players don't engage in combat within a few minutes they get booted . I know this does not help those playing security at keeps but somethings need to be done to keep Cyrodiil active and not a bot hangout . @ZOS_BrianWheeler , I hope you will consider looking into this issue . It's not very fun for players that commit to a campaign and have to wait in long ques because lots of AFK people . People want to PvP .
