    I would like them to.

    It doesn't have to be anything major - no need for aquatic dungeons or anything (and not just because they are the worst kind of dungeon in old-school games), but just chests and gathering nodes underwater, maybe ship wrecks we can swim around in, and a few fish visible would be nice.

    Flying and diving are out of question since the zones would have to be completely redesigned for that and ZOS does not currently have interest in doing so.

    The problem with adding underwater content is that it is a lot of work for little payoff.

    Also, judging by previous experiences in games that had underwater content, players get easily annoyed by it, and can't wait to get back to the "real game". It was like that in GW2, which had really well-done and complete underwater content in my opinion.
    Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

    Meet my characters:
    Command: Do the thing.

    Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
    Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
    Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
    Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
    Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
    Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
    Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
    Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
    Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
    Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.

    I thought they said they could, but don;t ever expect it to be added as they didn't really see a point in it as the Game World they designed was never intended to have it in.

    They cant even get they cant even get the above water working correctly, but they had an ESO live several months back, it would be a great endeavor for them and not a simple thing to add, so doubt it will ever happen, and I am ok with that, just like with flying mounts the world is not made for it, but what about hovering mounts like a flying carpet that is no further off the ground than a horse ?

    I normally wouldn't say no to a cool content idea, but the waters in this game were never designed to be interesting. To make this worthwhile, they'd need to redo the waterways in like, every zone. I still LIKE the idea, I just don't think it would ever be feasible. It would be cool to have good underwater things in an Elder Scrolls game, though, we haven't had anything worthwhile in that regard since Morrowind.

    I agree just some under water exploration. Some treasure, hidden areas, and little bit of world building by adding some decor and useful items. That's it. No need for underwater combat.

    Way too much effort involved with very little to show for it. They have a ton of design space unexplored in regular old combat. Spending dev resources on what would be very niche at best can't be worth it in a game that wasn't designed that way in the first place.

    They shouldn't add it purely because the shear amount of development effort that would have to go into it outweighs the benefits by too much.

    The physics engine of the game would have to be significantly updated to allow free movement in all 3 dimensions. That's something it doesn't currently allow - movements in the up-down dimension are strictly governed, and changing the physics engine to allow free movement in some cases but not others isn't such a simple thing to do, and has a high potential to result in a lot of bugs where the physics don't work the way they should.

    Additionally all of the areas with water deep enough to swim would have to be completely re-mapped. Currently in those areas the topography drops down just enough that you can't stand on the bottom, and then it's completely flat and featureless at that level until it gets shallow again. Think of all of the areas in the game where you can swim. There are a lot of them. That means that updating them all to have features other than a perfectly flat bottom just a short distance below the surface would be a ton of work.

    Adding the ability to swim underwater into ESO would be an amount of work comparable to creating a moderate to large DLC. And it wouldn't be the type of work that can be done by a small team while another team works on actual content updates and bug fixes (unlike crown store items, for example), so it would directly delay real content updates and bug fixes.

    @RAGUNAnoOne I only played Oblivion and Skyrim. What?! Elder Scroll has lore regarding underwater? Are there civilization or underwater cities or races that dwell in Underwater in ES realm?

    The quality of underwater content went steadily downhill from Morrowind to Oblivion to Skyrim. I guess it's no surprise that ESO couldn't even be bothered with it.

    There were temples and wrecks and chests to loot. So much fun.

    Several DLC's and almost 3 years later we finally have the guilds that are part of a base Elder Scrolls game, maybe in a couple more we'll be able to see what's under the surface and we'll have an actual finished game.

    Maybe not the way like in Guild Wars2, but definitely underwater content is needed. It concerns also new creatures, new plants and mechanics, along with improvement in crocodiles finally being able to swim ;). Please make the crocs a ferocious water beasts which attack by surprise not some cheery land crawlers giving squeaky sounds and always warming up in shallow ponds :).

    I don't think about diving (literally being in the water) when it comes to underwater content, some sort of sunken city dungeon would be cool, lets get Atlantis or Rapture into this :)

    They discussed this on ESO-Live, Episode 17 in their "Arm Chair Developer, and they explain why underwater exploration cant be done and why there will not be any flying mounts either.     Yes they should. Because of the Dreugh's underwater Castles of Glass and Coral filled with Dreughs, Clockwork Dreughs and possibly even the remnants of the Great House Sotha. Furthermore, this could shed some new light on the past of Molag Bal and on Lyg.

    OR they should save this for TES VI and do it very well, with a better engine and all.

    The water in ESO looks really tempting to just dive in and explore (like that Coldharbour water mmmmmm), but yeah, it won't be happening unfortunately so don't bother giving your hopes up.
