Add-on that allows linking a skill reference in chat

I wonder if there is an add-on that allows linking a reference to a skill in chat, the way items and achievements can be linked. I've been playing a lot with random groups on EU-PC megaserver and many people here have their game clients set in French or German although in group chat we use English. If I want to tell them to use a certain skill, for example Repentance, I've noticed that it's difficult for them to find it, because the name in that language is different. I sometimes have to tell them something like "the 3rd ability from the 3rd class skill line, the one that sucks the dead". Naturally this happens with less experienced players who haven't quite figured out what skills to use, and such an add-on would make it easier.

It's not doable without everyone having the addon if you want to build "links". People without the addon will only see a code that means nothing.

Superstar addon permits you to paste skill description by clicking on the skill icon in its skillbuilder. You can link any skill of any class, even if you don't have it.

IMO this should be implemented in the base game, since for sure every skill has an internal code in the game. It should be available by simply right clicking on the tool tip and having the option to link in chat, like we do now with achievements. In fact it would be simpler than that, because there won't even be any variables involved, like the state of the achievement, or the date when it was completed.
