I think there are two 'noob' positions when it comes to siege. The first is being a siege thief, and the second is allowing it to bug you.
When someone steals my siege, I tend to think "good, now I can actually fight while he/she sieges for me."
Locked siege would be too exploitable.
Main issue with this idea: Siege limit. Let me go ahead and bind my siege to me and lay down 20 in the most useless spots, pointing in the wrong direction and nobody can do a darn thing about it because they're mine and I say where they point and how many of them there are.
I also personally lay down siege and encourage others to use them. My typical siege setup is laying down a diamond of 4 trebuchets and if someone wants to operate 1 or 2 of them, less running around for me without losing consistent firing of them. That said, yeah I got a bit irate that one time when the cold-fire ballista I'd been carrying around for 4 months and maintaining with repair kits got jacked by someone and they sat on it right up until an enemy burned it but it happens and at least they made use of the darn thing.

Those 20 siege are going to start decaying really quick when you are the only one who can us them. And you can already put a lot of stupid siege types in stupid spots. If your scenario were going to actually be a problem, we'd have seen it by now. But in my year of PvPing, I've only had the annoyance of some dude getting on my siege and aiming it at the NPC guards walking by on a stupidly frequent basis.
Siege possessiveness is stupid.
If the wall goes down quickly, it doesn't matter if you did it by yourself, or if ten people chipped in by jumping on the sieges you set up. You get no personal bonus for doing it solo, so no one is "stealing" anything, and the wall goes down quicker, with less effort, so it's a win-win.
