The world has boundaries because it is finite. If you've ever gap-closed through a delve wall, you know what these boundaries look like: a checkered floor that eventually drops off. If you jump over that, it's sort of like falling off a flat world. That sort of boundary doesn't exist for us on earth, so naturally the devs want to give us a more, well, natural boundary, like a geographical one. In some places, you'll see a mountain range that you can't cross, often because there is nothing beyond there. Such a large, physical boundary is difficult to justify in the open ocean, so to keep players out, they kill them and prevent respawn. Being eaten by slaughterfish makes it seem just a little bit more natural.
In short, if you're getting attacked by slaughterfish, that tells you that there's nothing there to see, so turn back or be forced back; you're leaving the developed map. Creating an infinite ocean would just be a pointless waste of resources. Unlike the real world, if there's nothing out there, there's really nothing out there.
