Why can't we swim in the deep water?

The reason why I’m asking is it too much to development being put into to it or otherwise.

    The world has boundaries because it is finite. If you've ever gap-closed through a delve wall, you know what these boundaries look like: a checkered floor that eventually drops off. If you jump over that, it's sort of like falling off a flat world. That sort of boundary doesn't exist for us on earth, so naturally the devs want to give us a more, well, natural boundary, like a geographical one. In some places, you'll see a mountain range that you can't cross, often because there is nothing beyond there. Such a large, physical boundary is difficult to justify in the open ocean, so to keep players out, they kill them and prevent respawn. Being eaten by slaughterfish makes it seem just a little bit more natural.

    In short, if you're getting attacked by slaughterfish, that tells you that there's nothing there to see, so turn back or be forced back; you're leaving the developed map. Creating an infinite ocean would just be a pointless waste of resources. Unlike the real world, if there's nothing out there, there's really nothing out there.

    Well, on ESO-Live Episode 17 from May 2015, they had a segment, "Armchair Developer" and discuss the hows and why's of game development and they use Underwater Exploration as a example and tell in detail why that (and flying mounts), cant work with ESO. Hope this sheds some light...

    Because the deeper you go, the more pressure there is, and the less effective holding your breath is. You can also get the bends.

    You can't cloak while swimming so the enemy can see you straight away & attack you from the land... while you can't do anything but swim.
