Error 210 for fresh install

Hey guys I know there's a fair amount of info on this error and numerous fixes but none of these have worked for me.
I haven't downloaded the game yet but I have downloaded around 100+ gigs trying to find a solution I also run Windows 10
I've tried admin rights, I've tried relocating the depot version, reinstalling the launcher, repairs don't work, the official response I found about ISP fix also didn't work because I didn't have the line needed
I also always get to 90 percent before the download dies on me and my ticket with support hasn't been helpful so if there's anything you guys know that's a sure fix I would be immensely grateful.
Also if the solution allows me to not have to start a fresh download you will make my day as I only download 130-350 kbs
