How to change skills beeing lvl 13

Is there anyway to change the skills and habilities at lvl 13 or i have to wait?

two ways.

1) go ingame to your alliance capital, eg daggerfall is wayrest.
Go to the chapel and find shrines. Theres 3. Each one does something different. One is character points, one is skill points, cant remember the other. This costs ingame gold

2) you can use crown points out of game to do a reset. Look in crown store. it costs 700 crown points

I would suggest at lvl13 that option 1 will be the cheapest

Changing skills: Ask in zone or a guild mate for a ride to the skill shine city, capital in the second zone. You can travel to player and avoid the long mob filled journey. The shines will be in the temple (DC), door across from the bank's (EP), in the corner of the base level of the great tree (AD).

You can do a full reset, or just your morphs at the cost 50g times the number of skills reset. At lvl 13, it'll probably cost several 100 if not over 1000 gold.

Changing habilities: Set reasonable goals and have a strong sense of self-motivation.
