The Flanking Strategist set only comes in Blue Quality.
You can get it as a reward from Random Daily Dungeons and I believe as loot drops from world bosses in the Dark Brotherhood world bosses and Delve bosses.
It is Bind on Pickup so you can find pieces in guild traders. It drops in all weapons, medium armor, and jewelry.
It is a good set for PVP ganking. Not very practical for PVE DPS.
