Doing a dark brotherhood sacrament in the trader cove. Spend about half an hour hopping in and out of a barrel as the target moves from sitting with back to the railing, to standing facing the only entryway, back to sitting with his back to the railing - while there is also a guard with a very short patrol route, and ALSO a third innocent strolling around covering the area.
I finally get the timing I need - an opening to drop that third innocent, and then a few whole guard patrol walks later an opening to get the target while the guard is at the other end of his fishbowl route, when that innocent respawns behind me in time to see the blade of woe. Spoil Wtf!

Look, in the other 99% of the game the killables need to reappear so others can also play the game. But the brotherhood sacraments are solo instances, so there are zero other players coming along.
The gameplay of the contract assassination is about the mental challenge of *patiently* peeling away the layers protecting the target and then taking it out. Waiting for 'the shot'. A respawn timer that stands those layers back up is entirely the opposite of how that works.
In chess terms, the knight moves across the board, striking a pesky pawn (that third innocent) and then waited for the rook (that guard) to move away leaving the king (the target) unguarded, and just when the knight is making the checkmate move that damned pawn stands back up! Wtf!
A respawn timer works for the rest of the game because the rest of the game is about blasting forward and slaying everything in the room, in as short of a time as possible. Damage per second. But the brotherhood sacrament is about NOT blasting forth into the room, dps is irrelevant.
So the respawn timers should go away.
