It's a daily npc that you have access to once you grind your reputation high enough. I've heard you can get them via cash shop sometimes.
Once you have this npc she'll give you quests, usually involving satisfying her wants and needs. Complete them and she'll reward you with many benefits. Once you do enough dailies you'll be able to wear the "Doesn't Matter Had ***" title.

Now I'm no longer working, I've made ESO my full-time job. Most days I'm on 8-10 hours, but I often put in overtime when I can
Once I get my character to 50 I'll make the switch to CP and start on the wifey quests.

If you have a 2H equipped, you shouldn't have any problems with that quest

That's what I keep telling my work, but they insist on me working for longer than that...Anything more than two hours a day is just gross and unhealthy.

You are making a judgement there and that is not very nice. Are you saying that if someone runs a marathon in the morning and spends more than 2 hours playing ESO while recovering that they they should be ashamed of themselves?Anything more than two hours a day is just gross and unhealthy.
Was going to make a poll but the forum has been poll heavy lately
For me it's roughly 6-10 hours a day, everyday. Recently it's been more like 4 hours a few times a week though.
