Why can players not Download the patch for PTS before PTS goes Live?

This way there wouldn't be all this waiting for PTS when it goes Live with all the masses downloading the Patch.

There were issues with the maintenance this time that caused it to take much longer than expected. This might have meant that they had to remove one or more code packages from it in order for the update to work properly. It's a lot easier and cleaner to do something like that if you don't have to worry about what has and hasn't already been sent for the client-side patch, and whether it will conflict with the server-side patch, and if so whether you need to send an entirely new client-side patch, or whether you just have to send a small one that disables part of the patch you already sent.

So it is possible to send the client-side patch sooner, but it increases the technical complexity if anything server-side doesn't go smoothly.
