Viable? Yes. A lot of abilities also can increase increase the concept of penetration builds. Off hand, I'm not sure what Stamplar abilities would be, fur for Nightblades, you can reach exceptional armor pen builds.
Sharpened weapons drop 5160 penetration, Power of the Light for Minor Breach with 1320 pen and Crusher enchants on your weapons for 1622 penetration. All in all, a stamplar can drop a little over 8,100+ armor penetration down on their target. I don't know of a Stamplar skill right off to add Major Breach, but if you're working with a nightblade with Mark Target you'll be over 13,200+ armor/spell pen. Can do a LOT of damage in PVP.
EDIT: For Stamplar, I tend to go with 2X DW Sharpened and 2H Defending. I lose a bit of damage on the 2H, but with my other armor buffs I can also prevent the armor penetration gang from hitting my as hard as I'm hitting them. Gives me situational variety.
