What armour is this and how do I craft it?

I was under the impression that this armour was light argonian but when I craft light argonian it does not look like this. Does anyone know if this armour is craftable and if it is what racial style is it, what material should i use and if it is in fact light armour at all? Thanks in advance for all responses.

✭✭✭✭✭There are lots of skimpy options at low level, not as many at higher levels. The feathers are a dead giveaway for Argonian.7
