Latency general not pvp

I have poor latency response from the client even when ping is showing 70. Targeting doesn't work correctly. for instance doing a dolmen I cant get any hits on npc in the time it takes me to do 1 mage wrath or light attack the npc then somebody else has already killed them and the dps counter show maybe 2kb. I can never get the pinion vs other players they can always beat me. or for instance say I get a harvester the harvester is dead but then I get cc'd after its dead not in the red rings everything is running very behind. I have 70meg bb r9 graphics 3.1 i5 everything is on medium. this game has never really run that well for me. I've tried many things network card optimisation, windows reinstalls, game reinstalls, driver upgrades,I've had router upgrades, really now I've had enough.
