The penalty timer needs to be fixed. If you're waiting for 2hrs for a queue, then get in to the dungeon and have the random person assigned as leader, disband the party without saying anything, and now you have a 15min penalty because of someone else... that's bad design. The only one that should be penalized is the one that initiated the disband.
