When should I start focusing on sets?

I am a level 47 nightblade and I'm curious to when I should start focusing on sets. I don't have enough gold to buy anything and if I were to craft a set I could only craft like 4 pieces. Should I wait tell level 50 and reach the CP cap and then get gear. I know I will also get gear form dungeons and what not but that's another problem for another time.

Use them as soon as you can. I presume you are on your first character so just do some online research on a set that is good for your character - race, magicka/stamina, role, etc. You will have a lot better time of it if you do, otherwise it might be a long haul reaching CP160. Find a guild to join and see if they have crafters that can make some for you.

My first character got stuck at level 49 wearing picked up non matching gear and stayed there as my crafter. I had only followed the normal story line with him, never been to Cyrodiil and did not do any power leveling.

This. Sets are the source of much of a character's power and utility, focus on them now.

The current gear cap is 160 CP so you definitely don't need to wait until 531 CP. You can and should mix and match armour types to level all three armour types when you are still levelling. If you can make a set currently you can go and farm the materials you need to make yourself a white set at least. Given how close you are to CP though you might want to wait and then farm the materials for CP 10 gear. The silver zones are packed with materials and are usually quieter than the earlier zones.

With my first character I didn't upgrade to green until I got to VR 1 (now CP 10). You can also hold on to a set until you have gone up 20-40 CPs so you get the most out of it. I wouldn't bother upgrading to purple or higher until you hit CP 160 and even then wait until you have tried out the sets to make sure you are happy with it and how it looks.

18 characters, 17 max level, at least 1 Stam and 1 Mag of every class, 1 of every race and 1200+ CP

Tanked to Undaunted 9+ Mag and Stam of every class using Group Finder for 90+% of the Vet Dungeon runs

If you happen to be on PC NA I'll make you whatever you'd like once you hit level 50. Just send me in-game mail to @runagate

A completely separate question is when should you start worrying about making endgame gear that's all gold? I don't know how to answer that as I didn't have to level up in these new circumstances where you get to level 50 on one toon and then only get CP on that one particular one... I have 9 max level characters. It's a little expensive but it's way easier when you have maxed inventory, bank, mounts, hirelings, dropped gear, etc.

But seriously I'll make you some awesome armor and weapons.
