Screen movement(via mouse movement) randomly freezing - PC

I don't know exactly if this issue is related to ESO, or my client computer.
When I move to location X and use the mouse to view left, right or back from my character, my screen randomly freezes x seconds.
Even though it freezes(randomly), I'm still able to move my character with the Keyboard buttons. After this freeze I can move the view again with the mouse, and the problem repeats itself.
This occurs at every location, and not related to low FPS or Latency. This is a disadvantage in a fight which starts
All my drivers are up-to-date
