Currently this set is procing of killing blows, and not when something dies around you and you are also able to pass the buff to other players that get the killing blow once you hit the enemies and Im not sure if this is intended but I will be attaching a video here @ZOS_GinaBruno @ZOS_JessicaFolsom

Can confirm, Heem-Jas is granting the buff to other players who get killing blows on your targets. Fix pls.
