Well, it's not that simple as this statement.
Julianos is the best set of the two when playing in a group where you cannot rely on the fact that warhorns and buffs will be up all the time.
If you play in a group where those two are well-coordinated TBC is the better one.
So best is to have both sets.
If you don't bother about dps numbers when playing with random groups, i'll advise to remain in TBC (so you don't lose the 2nd boon).
