trouble with rezing allies?

I am a Templar healer and lately am having trouble with rezing allies. I have all the soul gems I need, the cue for rex is there, press "F" and nothing happens. Slightly frustrating when group is relying on me. Also, can you rez someone while you're under attack yourself? Is block and heal possible together? A lot of times I can't get to ally because they right next to boss or in middle of mobs. Any input will be greatly appreciated on either or both subjects. 1) I have the same issue sometimes. Either try /reloadui or get someone else to ress the guy. But it's also a bug that sometimes you can't take the ress, even if someome ressed you. Or you can't target the dead guy. It can bug out!
2) Yes, you can hold block and use BoL/Springs at the same time.
3) You can ress someone while you're under attack yourself, yeah. But mobs might have skills that let's them interrupt your ressing. But you can't block while ressing someone, though
