Need some advice on hoe to level quick. Have seen a few threads like this but seems a bit gibberish to me most the time. Everyone saying they can level in like 6 hours and I'm level 19 with close to 20
Lots of grinding spots to level quickly. Get one person to group with you get rings of Mara together, get xp scrolls and have active ESO membership for the fastest results.
The reasons why you shouldn't grind are:
1) you get skill points for finishing the main quest lines in each faction;
2) grinding is sooooo boring;
3) if you grind the same spot you learn how to fight a very limited pool of mobs which will mean you learn nothing about how to fight end game either PvE or PvP;
4) quests, especially the first time are fun.
If you still want to grind just look for level appropriate areas that have large packs of mobs that respawn quickly and where there aren't many other players.

Why do you want to level quickly? You get scaled up when you join dungeons, the DLC zones, or pvp. You don't unlock any special type of new content at higher levels or anything.
I'm not trying to be negative, but if you're not having fun going through the story quests, then what are you hoping will happen at a higher level?
Plus, if you grind for exp to level, you'll miss out on a lot of skill points from quest rewards and skyshards as well as lore books and other collectibles, so really you'll end up with a weaker character than if you just took your time and leveled normally.
Its slow ( and out dated ) but I've gotten to lvl 38 in about 16 hours, talking out the time to clear each zone only to collect lore books and Skyshards
I've already maxed and morphed all the skills I need with about 8 left over, so unless you plan on having all skills unlocked you should have enough
Although I am levelling a Stam Sorc so I only use 2 skills out of the class skills and the rest is weapon skills
If this is your first char then for God's sake don't grind! Just take your time and enjoy the game! I day this because most of the content is in the leveling process, and you learn a lot on how to play when leveling.
If you just grind to cap you will not only be underpowered from a lack of skill points, but you will also be wretched useless to groups because you won't actually know your class very well.

Don't do it, you'll miss all the quests that give skill points that you would encounter playing normally. If you go back and do the main quests after you grind to the top then it will be boring as you'll be over level for everything until Coldharbour.
With all of my toons I just did a quick grind on the first map to get to lvl 15 then no need to grind from there you will be lvl 50 b4 finishing the 5th map just from questing.
Also another thing with grinding too early is when you out level the map you will no longer get loot drops which only seems to drop from NPC that you get points from, any more that 5 levels above the NPC's you do not get points.
I enjoy playing the story, just trying to get a character who can kind of hang in pvp with some higher ranked friends. I have 2 characters who I am going through all the quest lines with but appreciate the heads up on leveling too fast and such.

Either of the group dungeons in Wrothgar (Orsinium) - you will be scaled up, but it is best done with a partner for max XP. Also, do one random premium nonvet dungeon a day - 101k xp (more if you take xp buff scroll or potion), plus the dungeon, plus a skill point for first time completion.
If you are good enough (unlikely with a new alt and low level gear), try Maelstrom arena in non-vet.
Crafted Training gear can be useful for levelling up - ask a guildmate to craft you some, if you have gold.
