Is it normal to have big fps swings/ drops?

I was starting a new character in Bleackrock fps in the 100s to 90s; then as I started the Hozzins Folly quest and it went down in to 40s and 50s and occasionally to the 30s. is that normal? Also it was doing it on the last quest when you put the fires out before you leave to bal foyen.
I am playing on ultra with view setting down to 75 in 3440x1440p with i74770k and gtx 980ti hybrid if that helps.
