Was wondering if Night Mother's Gaze would be better since it provides ArPen for bosses since we naturally don't have any source of fracture.

Don't know for sure, but I would guess yes. Especially if you are not debuffing with any sort of fracture.
On the note of physical penetration, I've heard that veteran bosses have ~18k resist. To what level should we try to debuff their resistance, and is it worth putting CP into achieving that level of penetration?
For example, my NB debuffs all things with Major Fracture, and is using a Sharpened 2H Sword atm. Should I be doing more to increase penetration over other stats? (also running TBS in vMA atm).0
