Malubeth the Scourger set bug

Hello,
I believe Malubeth the Scourger set is currently bugged on Xbox One (different than the crazy heal bug on PC).
Tooltip says:
6% chance when hit to create a beam that steals 5652 Health from target. Beam breaks from targets greater than 10 meters away. While beam holds gain 30.0% increased healing from all source
The problem is that the beam ALWAYS breaks itself automatically after healing tics end (around 3-4 seconds) even when target is right next to me. The beam should hold unless target distance is greater than 10 meters away. Tested hundreds of times, beam never holds more than 3-4 seconds no matter what.
