You can only click on a tree once, even if the arrow shows up again. Also, out of the 8 or so clickable trees, only 4 of them will work at any given time. Keep on looking around, and go ALL the way up the path.
For others information, this is the quest where you have a giant following you around kicking trees so you can kill the worm cultists that fall out.
Its bugged on all platforms as far as I know, and has always been bugged for as long as I can remember. I have completed it on at least 8 characters.
The bug is mainly that you point at a tree, but the giant does not react. However, he will with some trees. I suspect it may be tied into other players doing the quest at the same time or very shortly before you have. It seems that the respawn times for the worm cultists are about 10 minutes, even when a tree is marked as clickable.

In my opinion the economic management of ZoS is a mess,
they keep making new DLC,stongly presume to try to make more money,
but in the end the base game keep suffering from bugs that been around for long,
new DLC bringing new bugs.
They should stop making new DLC and instead fix the entire game as it is now,
not that all needs to be fixed,but there are some big issues and if they keep making new DLC just more bugs will show up.

Actually, last year I put in a ticket. Later while I was in Stormhaven, I did get a whisper. They were standing right next to me. It was a Zos support person and they asked me some questions with regards to my support ticket, they thanked me for the information. They did have the Zos in front of their name. That was the only time I've ever seen them in game.
