    The head and shoulders reminds me of a data mined monster set, the rest I am unsure.

    The chest looks to be medium Akaviri : http://eso-fashion.com/akaviri-rubedo-leather/
    (appears to match the waist armor and the arms share the same pattern)
    The Legs appear to be the Assassin's league style in medium : http://eso-fashion.com/assassins-league-rubedo-leather/
    (similar knee guards)
    The gloves look Xyvkin heavy: http://eso-fashion.com/xivkyn-corundum/
    The head and shoulder look to be one of the new monster sets im not toally familiar with.

    The legs are the one part I cant find any sort of motif for... it looks almost like a different type of trousers and tails : http://eso-fashion.com/trousers-and-tails/ Since it looks like promo art its possible that particular piece isn't available, or maybe is unique to an item set that hasn't been released.

    After zooming in on the background soldiers, it appears this is a showcase for the eventual release of additional monster helms. Just hazard in a guess, but I saw a lama head, multiple engine guardian heads, and even what may be lurched and Clanfear’s heads.

    As for the individuals armor, shoulder and head of an unseen monster set, medium I think xivkyn gloves.

    Light Mercenary Robes do that (though they look nothing like the image above).

    Okay... Identified the skirt. It's Nedic. You can see it on the crown store costumes.

    At a guess, we're seeing a Nedic Robe with the tabard thrown over it. As far as I know, the motif is completely unobtainable at the moment, except via some crown store costumes. Though you can see it on some enemies in Craglorn.

    It'll probably get added someday. It might actually work like the Abah's Watch, where the legs have the skirt attached to them, rather than the chest piece. What little we can see of the pants themselves, they share the same motif pattern as the Nedic costumes, so... it's possible.

    They are strongly hinting at updating Craglorn in next Update and specifically mentioned new motifs. Nedic style would be a perfect fit for Cragorn since I believe many of the ruins in Craglorn are Nedic in origin. Of course, I have no idea if they do plan to release a Nedic motif, or if it will be released with an updated Cragorn. But one can hope.

    It's probably more likely that the updated Craglorn will give us access to the Celstial Motif. Though, it could be both.
