City of Ash bug

Not too long ago me and some guildies were doing the gold Vet City of Ash pledge and the entire thing was set at cp10. When we beat Skoria (who was also at CP10) the helms he dropped were at CP10 too. I do have video and screenshots and can put them up, but I mostly want to know will this bug happen again and we get useless drops or has anyone else experienced this? I would also like to get my helm that dropped fixed to cp160 if possible. @ZOS_GinaBruno @ZOS_JessicaFolsom. A fast response would be appreciated to fix the pledges/dungeons so this doesn't happen again.

    If you do it at CP10, then you get CP10 loot.

    Do it at CP160 and get CP160 loot.

    Problem fixed.

    What you experienced is not a bug and actually the design of the dungeons. You should be rewarded with loot that scales to either the max level of the monster or the max level of the player, whichever is lower. Doing the dungeon at CP10 should award CP10 loot.

    As Finn said, if you do it at CP10 you will get CP10 loot. You defeated a version of the dungeon designed for people with 10 CP, so why should you get CP 160 gear for doing the dungeon on "easy mode"?

    Rescale the dungeon to 160 and you'll get 160 loot. :).

    In case it's not clear, if you form up a full group and go into a group dungeon, it will scale to the level of the leader (minimum cp10 for veteran dungeons) when the first group member enters the dungeon. This is a design feature, and is actually quite useful for training runs (new players) and for getting achievements, as long as no-one cares about the loot. (You have to break and reform the group and re-enter with a different leader to rescale the dungeon level.)
    Exception: there are still a lot of 4P group delves in Craglorn which do not scale; the mobs are either cp110 (lower) or cp130 (upper Craglorn).
    Note: for normal mode dungeons, they also have a minimum level to which they scale. For example, if you go into normal mode City of Ash, with a Level 12 leader, it will scale to level 24, not 12.

    The "scaling to leader" only applies if you have a fully formed group and specifically port into the dungeon yourself. It does NOT work the same way if you use the Group Finder tool, either queuing to join a dungeon group, or queuing (with or without a full group) for a random dungeon. In either of these situations, the dungeon will be scaled up to cp160, and all group members will also be sorta scaled up to cp160 (with an extra health bonus for lower level player characters). I suspect the OP was expecting this sort of scaling up, and did not know how the first type of dungeon scaling works...

    Except everyone was well over cp160. I understand the scaling, but why was it scaling to a lower level than what our lowest level group member had (which was around the 200cp I believe)?

    It was that exact same group when the very first person entered the dungeon? Essentially, (when not using the group finder) the dungeon will scale to the group leader's level the moment the very first person enters the dungeon. It will stay that level even if someone leaves the group and a different member joins, or if you change the group leader.

    If you never had anyone CP10 in the group at all, then it sounds like a bug, and then it would be a bug for @ZOS_Finn

    Yes, the group leader was over cp 400 and we only had one person who switched out (wasn't able to do vet dungeons so she left and we got another guildie) I'm trying to upload the video so I can post it here. Everyone is over cp400 and the group leader was the same person from the begining

    Are you 100% sure it wasn't an old group?
    But anyway: If you saw it was CP10, I don't know why you didn't reset the dungeon, though. I mean, it should be obvious that CP10 gives CP10 loot.

    no, the original group leader was a level 15. She wasn't able to do the vet dungeon so we switched leaders and she left the group before we entered the dungeon

    If your group leader was CP10 and you passed the crown after you entered the dungeon, the mobs will still be CP10. You would have to all exit the dungeon and re-enter to reset the whole thing.

    Always check your first wave of mobs before the run through.

    Maybe I'm wrong for asking but does this include
    Sanctum Ophidia?
    Watch some friends get rich scaling this down to 48 and receiving cp160 gear. Is this not intended and therefore an "exploit". Should this be a permanent-ban?

    If your group leader was CP10 and you passed the crown after you entered the dungeon, the mobs will still be CP10. You would have to all exit the dungeon and re-enter to reset the whole thing.

    Always check your first wave of mobs before the run through.

    The group leader origionally was level 15, not cp10 or anything. We switched crown before we entered the dungeon

    Well that may or may not be a bug but if you want cp160 gear then do the dungeon at that lvl. You got the gear you earned.

    CP 10 is the lowest possible level for a "VET" dungeon to generated as. So the level 15 person probably caused the dungeon to scale to CP 10, it's lowest possible level, then the level 15 person left, after realizing that he or she couldn't actually access a vet dungeon. Then the group went through a CP10 dungeon, fighting CP10 level mobs, and getting CP10 level loot as rewards. Only way to avoid this is for the group to recognize the imbalance and reform group/reset dungeon.

    What did you expect? To scale it down and not get the loot the level you cleared it on. If you want actual 160 CP loot you're going to have to do it at 160 CP scaled. Ridiculous.

    A dungeon must be allowed to reset before you can re-enter and expect a newly scaled one. If you had everyone zone out and simply swapped crown really quickly then it explains what happens. An instance must be empty for at least 5 minutes before it is lost and you are put in a new one.
