The reasoning behind it is that you die far more often in PvP than in PvE. Punishment for death in PvP cannot be gear repair cost => noone could possibly afford those. Therefore your gear doesn't suffer at all from a PvP death, but on the other hand, the "price" is to have to run back to battle (which in many cases means missing/loosing the battle). Unless you're revived by another player - which is risky for the reviver, costs him a soul gem, and is an entire part of the battle gameplay.
@Egonieser : I wonder how you find time in a middle of the battle to identify how other people died, you must be very experienced. My "policy" is to rezz everyone I can, as long as I can do it more or less safely and not risk adding my own death to the damage.
When I potato that bad (and for whatever reason, it sometimes happens), I take the ride back from the keep - if I'm not too shamed to go back at all!Unless the guy is a potato who has died three or four times in a row, I'll res. That's actually happened, three gems in two minutes on one guy who wouldn't block, dodge, heal himself, or stop running into the red siege circles and I was sort of done.

@Lysette There are two types of death in Cyrodil. Both PVE and PVP. If you die to some of the animals or from heights outside a keep or outpost it's the same as a PVE death and you can res on the spot. If you die to another player, NPC at a resource/keep/outpost you can only be revived by another player or have to res at a keep/gate/forward camp or town your faction owns. Sometimes those res points can be really far away from where you are so it's in everyone's best interested to res players when they die.
