Are we allowed 5 Guilds or 4?

I thought we were allowed 5 guilds but for some reason I'm limited to 4.
I'm in 4 guilds and can't create or join a 5th. I get a message that says I have to leave a guild first before I can create or join one.
Has this happened to anyone else?

The fifth can only be gotten by completing a hidden quest.

You have to sacrifice 7 Black Sanguine's goats by the light of the full moon. (Khajiit can be substituted at a ratio of 2 to 1 if you don't have enough goats.)

I haven't been able to create a guild since launch even with no guilds.. It's a long lasting bug.. But I can join 5 guilds so that's wierd
