Caldwell's Silver zone scaling - Bugged or working as intended?

So...just leveled a character to 50 on my main account (530+CP) and have assigned ~400 CP, partly geared up to 160 Gold (Marksman set).
Haven't done the AD quest line in ages(over a year) so figured wth...Raz was always entertaining...will give it a go.
I must confess I was rather shocked to be greeting by level 40 NPCs in both Khenarthi's Roost and Auridon.
Basically, I can 1 key one shot any NPC I have seen so far and get 500+ xp for it.
I really hope this is not intentional and a precursor of One Tamriel zone scaling for two reasons.
One) On Kenarthi's Roost, I saw 2 <100 CP leveling "bots" running in different areas. Assuming the same xp, the amount of CP that can be gained in an hour is staggering at that rate for little or no risk
Two) More importantly, I was very much looking forward to re-doing the AD and EP zones. Why bother? I get plenty of xp doing other things, more than I will ever be able to spend with the cap in place. If I need skill points, I can run the sky shard circuit for each zone in about 15 minutes or a dungeon in 5 with zero deaths especially if I even bother to food buff. In short, this scaling reduces the replay factor to zero in my opinion.
