Why do some peoples entire skill bar flash up at times???

On some videos(take your pick of any in the forums really) you can clearly see single skills being casted and on some others there's a combo of both single skills and then the entire skill bar lighting up at once. Anyone know what causes this? What skill causes the entire bar to light up as if they were all pressed at the same time and fired off? I'm not calling this a cheat, just trying to understand why both can appear.

✭✭✭✭✭Nah, that happens as well without any add-ons - I figured that it is flashing due to a criminal player passing through the middle of my screen, when a guard is currently pursuing him/her. When I started out with ESO I thought this means I should try to help the guard and I tried that, with the result that I accidently hit the guard and he killed me - lol.Edited by Lysette on August 5, 2016 2:43PM0
