Not getting Major Brutality from Dreugh King 5-piece

Truly bizarre situation here - was messing around with DKS 5-piece earlier on one toon, worked perfectly fine granting me access to the passive Major Brutality buff. Passed the 5-piece to a magicka toon (just to test something), no Major Brutality buff present. Logged out, zoned, took it all off, put it all back on... Nothing. Funny part was that the major expedition buff worked when I killed things.
Only thing I can think of is I had entropy on my bar... Would having access to spell+ somehow suppress it? I have no clue, but in no way could get the buff.
3 pieces of jewelry, 2 axes... Any ideas?

✭✭✭✭✭It doesn't show as an active buff because it's granted passively by the set.
If you watch your weapon damage number, it should change if you remove one of the 5 set pieces.
That's how it works for me.
PS: Also noteworthy, it does *not* stack with skill based Major Brutality buffs.
