Imho Normal dungeons don't need a tank, I can solo most of them with my DPS/Tank builds.
Vet dungeons don't need a hardcore tank as trials, so you are fine with just heavy, shield + board and some taunts, if people cast their synergistic abilities on you, you can easily sustain without investing heavily in block reduction.
Just imho.
I think its because people don't wanna queue those dungeons, it's got more difficulty compared to other dungeons and i thnik that's put people off.
I want to complete Blackheart Haven on normal mode as I see it is the only group dungeon from my alliance zones I haven't completed. I use the group finder and leave it queueing in the background for hours while doing other things. I have never managed to find a group. I wonder what I am doing wrong. I am CP 130 now but missed the dungeon when I was the right level for that zone. I want the skill points for the first time dungeon completion. It makes me wonder if there is far less demand to do some dungeons vs others but would think there are others like me who have some left to complete. I suppose the dauntless daily quests help encourage people to play a given dungeon but I don't know when the quest will be for the dungeon I need.

The xp and undaunted bundle equates to nearly a level in the early levels anyway. I would think everyone would queue at least once a day for that alone
