Ebonheart Pact Level 15 Mage Guild Quest

Even though I meet the requirements I cant get the Mage Guild Level 15 Quest to Activate in Mournhold. I have done it on 3 alts in the other areas, but for some reason this one isn't working. I meet the requirements for it but the Guild Leader is not offering the quest. Am I missing something?
