Thieves guild, no lip movement?

I just did a quest in thieves guild and the NPCs when talking didn't move their lips but just made emotive expressions. Was this always like this or is this something from the update?

✭✭✭✭✭Agreed. Funny because before last update, talking to Quen in the Outlaws Refuge, she would just sit and stare at you. After patch, she seems to at least give somewhat of an expression change and mouth movement, but still seemed off. @ZOS_GinaBruno Is this being worked on to restore 'talking' to Thieves Guild NPCs?!?CP: 2130 ** ESO+ ** ~~ ***** Strictly a solo PvE quester *****
