I would say it is caused by dutch locale. Setting it to something else may help ESO crash the standard way.

I'm also getting the same error on Win 7. I had a quick look on my event viewer and, to my surprise, I've actually been getting the error since the 19th of last month. Whatever the issue is, it seems to have originated on the PTS because the events start there, but from the 2nd of this month the Faulting application path, and Faulting module path lines no longer read \The Elder Scrolls Online PTS\game\client\eso64.exe. The PTS part was dropped, obviously because the update went on to the live server.

Strangely enough, I didn't know I was getting an error until last weeks update. Since then I've been getting a little window popping up asking me to send an error report to Microsoft. So far it doesn't happen with eso. exe, just eso64.exe. It seems that quitting the game doesn't kill the running process, which caused problems for me when I tried to update the game this week.
