Vamp's Drain Essence cost still bugged after patch

Please take a look at this ability as it seems it's magicka cost does not reduce with the vamp stages progression.
Both ultimate Bat Swarm and Mist Form costs drop significantly with each stage, just not Drain Essence.
I have it's cost on stable level of 1865 magicka on all 4 stages.
