White Noise When Casting Abilities and Other Audio Bugs

At first I though it was new audio for healing effects, but I realized that the sounds are a bad glitch. It's like a jingling sound after a spell or ability is cast. Also, some other abilities have muffled sounds. Shadow Cloak and its morphs have a bad muffle to it when cast.
