Anyone else getting voiceover lag, a few seconds after each written dialogue option?

In talking to any NPC, the voice is coming several seconds after the on screen text shows. It's disconcerting. This is after today's patch, didn't have it yesterday.

craybest✭✭✭✭✭I have it too, but now with all NPCs, but I started thieves guild today and the many story NPCs don't even move their mouths when talking, and the audio comes 2-3 secs after the text appears.0
