I'm going to say it straight away that this idea is from World of Warcraft for making twinks and enjoying old content and PVP.

The reason why:
Non-vet Cyrodiil Campain... I like how players actually care about what happens in this campain rather than just farming each other like we do in vet campains. So it might be nice to stay there longer without worrying 50 will hit soon.

How it works:
Player would get no experience at all from his actions(maybe just skill, for example on much lower rate than normal - needs reconsideration) and get Champion points instead -> yes, it would be useless for that character, but not for others.

Cons:
Of course you will find some and totaly hate me for this idea ;)
Right now I can think about some...
  • Non-vet Campain would become similar to what vet ones are and thus completely negates reason why someone would stop on 49 lvl.
  • New players might get bad experience because of being facerolled by 49 lvl char in purple/yellow gear

PS.: It might be nice to have for incoming battlegrounds for same reason

    I feel this should be a possibility here. I´m undecided if i´d allow for leveling skills. Most likely not bc that would create non vet pvp monsters.

    I know that there are a lot of players that will happily re-roll characters to remain in Blackwater Blade, but allowing people to stay there indefinitely (you even want skill experience!) is not a good idea.

    The campaign is designed for NEW players so they can experience PvP and with the state of the current battle levelling, I do not believe a change like this would be good for the players that are new to the game and want to experience PvP for the first time.

    I know that Blackwater Blade can have pretty balanced, lag-free PvP, but any player currently using crafted purple gear (or just multiple sets for every few levels) in there has a significant advantage over so many of the other players in there.

    Instead, I believe changes such as making battle level scale a level 10 weapon exactly the same as a level 1 weapon as long no matter the character's level and regardless of weapon quality would be much more healthy for the game. There should also be easier ways for new players to acquire usable gear for non-vet PvP to help provide parity to the players usinga full set of crafted gear.

    I've played enough Blackwater Blade in the past, but I generally only use it for levelling new characters, not as my main source of PvP. It's just not fair on the new players, I see people that only light attack and don't even know how to CC break in there!

    I think you described the bullet that kills this thought already, why wouldn't pvpers who play in bwb train to lvl49, or the max level of some looted set they use, then gold out their gear and such?

    Agree with you, having all skills would create huge advantage. But what if it was turned off and player decided to change from his leveled stamina skills to magicka?

    ehm, nothing... basic thoughts were that players would use this choice usually on 49 lvl... maybe if this choice was limited to for example 1-45 lvl so player who uses it may encounter 46-49 lvl in BWB

    It would make no difference to the already existing gap between 501 players and new ones and promote the same behaviour as normal PvP with players farming at resources or not caring about the campaign. One of the pros and cons of baby PvP is you eventually have to give up the advantage you have and start again. Without it there's no balance within the game.

    I can sympathize with people who feel they are leveling too quickly for quests.

    However, the change you are proposing would be exploited by some players to remain in blackwater blade at level 49 forever. BWB is already somewhat like this, with the folks who keep making new characters, grinding up to 40 and then equiping gold/purple gear and facerolling new players until they can no longer log in to the campaign.

    Due to the way battle leveling works, might even result in normal campaigns getting dominated by level 49s in gold gear as well.

    1. about that I'm not much sure... it would need to be thinked through because what if it was turned off and someone who has leveled stamina skills decides to try magicka?
    2. well we all know that most of ppl who play BWB on their alts uses crafted gear every few levels already

    Khajiit thinks maybe this will not be so much of an issue when Tamriel is One.

    Then the content cannot be out levelled if always the person they scale to the content.

    Khajiit has several apprentices who may have missed tasks along the way. Khajiit will have them complete these tasks later on and not now so they will get the full benefit of them.

    The issue:
    • Level up to Lvl ~42
    • Upgrade gear to Legendary
    • Enter any campaign

    You will be disastrously OP because Battlescaling is strange. Pretty sure Lvl42 is the best level but may be incorrect.

    When you scale your stats this way, it is normal to end up with ridiculous amounts of Damage, Regen, and Max Stats that are Emperor-like (but with more Damage stats).

    I see where you are coming from :) But I don't think it could ever work in ESO.

    BWB would become just like a Vet campaign, except with Level 49 characters instead of Level 50. The thing that makes BWB interesting and different is the flux of high-level characters leveling out of it and new low-level characters (either new players or re-rolled alts) entering it.

    The only reason for this change is to give an advantage to players who deliberately do non-vet PVP even when they could be max level. This goes against the very purpose of the non-vet campaign. It's meant to be a place where newer players have less extreme competition. Already many players know how to min-max non-vet toons, but at least due to XP gain they have to periodically make new characters limiting just how much they can optimize before they have to put in the effort of setting up a new character.
