Dark Stalker Not Working

I'm a magicka sorc, and the vampire passive skill, dark stalker, does not appear to be working with my character. I tried reapplying my points to it and still nothing. Any help would be nice. Thank you.

Read the tooltip. You have to be stage 4 to activate it.

I use it all the time, it is working fine. Probably like the other guy said about stage 4.
