ZOS, my Weapon Damage is on crack

I can't for the life of me figure what's going on with my weapon damage. If you watch the video below, my weapon damage will fluctuate with a difference of about 13.4%. There are no buffs on and I am not near anyone else. This happens all the time both PVP and PVE. It also makes my buffs not work properly.

Has anyone else had this?

Please look at this @ZOS_GinaBruno @ZOS_JessicaFolsom as this seems like it's bugged.

Flanking set?

If you are wearing flanking set jewelry it gives you double the benefits of the 5 piece without being behind someone. Idk if it's just visual or it really adds damage though lol

Yes, I'm wearing 2 armor pieces of Flanking and 3 pieces of jewelry. It seems like it's the 5 piece bonus that's causing it to fluctuate like it is.
