Bloodborne... and, yeah, a Dual Wield character in Toxin Doctor. You can't get anything even remotely like the Blade of Mercy, but you can still carve people up with a couple daggers. Vampire's the only blood related anything the player can use. Though, strictly speaking you could run a Templar for theme. Fighter's Guild stuff because monster hunting. But, otherwise? Yeah, you're not going to mimic much from Bloodborne.

Can you dye the Toxin doctor costume?
There were Scarecrow and Pumpkin hats/masks data mined. So I have to believe that Toxin Doctor will eventually come back as a mask-only option.
Then you'd use the mask over a dyed Noble Suit. Or maybe a medium Soul Shriven armor with light shoulders.

I'll be a mask only option having the costume or I wouldn't need it? I'm ESO plus member right now, do you know if I'll need to pay crowns for the dyes on costumes?

If you want the costume, get it now. There's no guarantee it'll ever be made available as a separate mask piece. Dying costumes will be free for ESO+.
In general though, cosplaying as characters from Bloodborne in ESO is kinda a non-start. The appearance aesthetics are just too distinct.
