How to get DLCs on ps4?

Is there a way to get the DLCs without buying ESO plus?
I looked on the playstation store and nothing came up

Buy Crowns in the PS Store. It might take a couple of hours for them to show up in the game.

When they do, head into the Crown Store and check under the DLC category. You can buy them right there.

You might want to check in the Crown Store before buying the Crowns to see how many you will need.

P.S - I should also mention that they are planning some sort of DLC Bundle in the Crown Store. This is not part of the Gold Edition, but it is essentially related to it. We don't know when this Bundle will be available, what DLC will be included, or how much it will cost. Gold Edition is September, which might also be when they do the Bundle.
