That said think of it this way: When you serve long enough you obtain credibility. This credibility allows you to receive rewards which can even be of your own choosing. That is the type of thing AP is. Yes, it can be considered a TYPE of currency but it's still not PHYSICAL currency and thus cannot be stored.
You can bank all of the things you buy with AP, right? Whether one character buys gear with 10,000 AP and transfers that gear to another character through the bank, or whether the one character banks 10,000 AP so the other character can buy the gear directly, the end result is the same; one character has lost 10,000 AP and the other has gained gear. No (hence why your AP Progression doesn't go down), but you have to earn more before you can get something else.
