Unable to initialize render device - Vista 64bit GTX 550 Ti

So I have been looking around...and I can't find a way to resolve this. I have gathered a little bit that I am more or less screwed and I can't play cause...Vista is a dead OS and everyone is trying to wash their hands of it. I tried getting DX11 and the update according to Microsoft "does not apply to my system" this is getting rather irritating.

Am I screwed or can I actually play...

    ESO is DX11-only now. Either install windows 7 (plenty of places where to get it free) or purchase any of the later windows versions. There is no other way, it's either DX11+ or bust.

    The minimum requirements for ESO are:
    Operating System: Windows 7/Windows 8.1 64-bit
    Processor: Quad Core 2.3GHz or equivalent processor
    System RAM: 4GB
    Hard Disk Space: 85GB free HDD space
    GPU: Direct X 11.0 compliant video card with 2GB RAM (NVidia GeForce GTX 750 or AMD Radeon HD 7850)
    Sound: DirectX compatible sound card
    Internet: Internet Broadband Connection

    In terms of DirectX compliance, Nvidia Geforce cards should be 400 series and above, and AMD HD Radeon should be 5000 series and above in order to properly launch the game.

    For earlier cards, DX11 has a mode called “9 on 11” or “10 on 11”, which is basically where the driver can create a DX11 compliant device on DX9 or DX10 level hardware, but that device is limited to the features of that API and is not really a DX11 device. This is how a DX9 card can exist on a DX11 OS.

    A discreet native DirectX 11 card and Windows 7 or later are required to play The Elder Scrolls Online on PC.

    Well, that is pretty unacceptable...I buy a game that is a few years old. Runs find and perfect, I take a little break and then suddenly I can't play it...

    I honestly want a refund for this.
