You mean the small scale PvP players have been asking about for over 2 years and is still probably another year out?
I am not sure why you say it would be broken. They are already implementing dueling (which took far longer than I thought it should) which I assume with One Tamriel will allow you to duel other factions, so it seems like one could just turn on their "Faction Dueling" flag which puts you in a constant "duel" status against any players from an opposing faction.

I think he meant broken as in not working, not broken as in not balanced, just to be clear.
You would be amazed at how many different ways that a conceptually-small change could mess up.
