That is probably not it. You get the base level or mats or whatever without spending any points. A new character out of the Wailing Prison has the same 1 point in those. If you look at Alchemy or Provisioning, you will see pretty much the same thing.
I was thinking it might be because you were a Vampire/WW and go healed, but you said you reset them so those should be recovered.

You get the 1 point in two places out of the gate in Enchanting, Alchemy and Provisioning. Same with Material levels for Equipment, so those are not points you spent, but points that are there to start with. This is so you can start crafting right away and not have to invest points until your character is leveled somewhat. Otherwise, you could never start crafting much until your in the L20's or L30's if you want to survive combat. Roll a new character real quick and you will see this

Also, that screen shot shows you at 297, where did the 298 in the first screen shot come from?
