Mark Target is 1 of several skills that places a debuff on the target. This lowers their Resistances.
Penetration is a stat of yours that lets you ignore that much of an opponent's Resistances.

In your question let's say you have a Gold Sharpened Maul and the opponent has 16k Resistances. Mark Target lowers that while active to 10.8k. Your weapon trait then lets you ignore (not sure what it actually is so let's say 5k) of that so that means your attacks only pay mind to 5.8k of that 10.8k. The passive Heavy Weapons then ignores an additional 20% resistance which if I'm not mistaken applies before the trait (if I'm wrong feel free to correct me on it) and since 20% of 10800 is 2160 you would add 2160 to that 5000 and end up dealing with only 3640 Resistance from the enemy. Of course you can also stack the Champion Passive that increases your Penetration capability onto that to ignore even more.

Hope this info helps you ;)

@Cheerrymate the only effects that wont stack are ones that give the Same named debuff. major breach/fracture eg. mark target and surprise attack both give the same major fracture debuff and dont stack.

so your example: mark target(5280), + golden sharp maul

    remaining armor = (16000-5280)*(1-0.2) - 5160 = 3416

I know its probably only an example, but I dont think i would put any significant CP into penetration in your example set up because there will very often be other debuffs you/others can use . (in fact id probably drop the maul all together. outside pvp)

    debuffs:
Minor fracture (focus aim) = 1320

    weapon enchant to reduce armor:
Truly Superb Glyph of Crushing = 1622

    Armor sets:
Night mothers Gaze = 2580 ( i read its actual effect is more than what tooltip states,, don't know if true)

so you are already ignoring a lot of armor, bosses have around 18k, but smaller mobs have 10k to 18k
over stacking armor penetration / mitigation will give you a dps loss.

And this is why HA is still lack luster in PvP. "Oh 33k resistance ? Lol 25k penetration !" ..... Yea HA really needs a penetration resistance effect added.
