Healing Ward Bug ?

I noticed in Cyrodill pvp the healing ward is not healing me alot of times (or it heals me for 12 or 20 ) .
I've been testin it out by jumping of the keep wall cast my ward wait for the heal and then it pops seeing 4/10 times, a 12 or a 20 heal. (without being in combat etc)
This happens to in combat and since healing ward is my only reliable heal (mag NB) i die also from it because its not giving a heal.
Well just wanted to bring the word out maybe more people have this problem .
And also maybe an idea for making healing ward only casteble on yourself or your group members since my ward is everywhere ^^
